Responsibilities: Performs accounting functions of variable complexity such as: prepares analysis, journal entries and reconciles account balances with appropriate records; prepares reports in accordance with accounting procedures; and prepares monthly bank reconciliation and proof of cash on all city bank accounts. Directs and monitors the activities of the purchase card program. Assists in the investment of idle city funds; maintenance of the City's cash management program; and preparation of the City's Comprehensive Annual Financial Report. Performs reviews and analyses of all types of accounting data.

Requirements: Bachelor's degree in accounting, business administration or a related field with an emphasis in accounting; or, an equivalent combination of formal education and experience. One to three years of accounting experience including maintenance of financial and accounting records and reports with knowledge of fund accounting techniques, concepts, practices and procedures preferred, or an equivalent level of experience. No City residency requirement. 8-5, M-F. $3,556-$4,444/mo. Open until filled.

Responsibilities:
This position provides total management of the Financial Services Department, including the accounting and contracts & procurement divisions and has overall responsibility for the personnel management, departmental budgeting, long and short term planning and oversight of daily operations of the department and divisions. Additionally, the position develops and monitors city budgets and program performance standards. Work involves developing overall municipal budget, including capital budgets, conducting management and financial studies, reviewing performance standards, formulating budget development guidelines and coordinating budget preparation by departments.

Requirements:
Minimum qualifications include graduation from an accredited four year college or university with a degree in finance, accounting, public administration, or closely related field and five years of directly related experience in a significant, progressively responsible position.

Salary range is $74,595 to $113,092, DOQ.

This includes reconciling of monthly, quarterly and annual payroll reports along with W-2's. Additional duties include processing journal entries into the general ledger system, various financial reports as well as tracking and updating of monthly sales tax revenue. Requires high level of accuracy and excellent time management to maintain project and program deadlines and daily commitment to the City's mission, vision and values. Candidate must be self-starting and able to work independently; exercising good decision-making skills.

Qualifications:
Requires a Bachelor's degree in Accounting or Business with emphasis in accounting or related field with additional courses in data processing or additional equivalent experience. Requires four years of increasingly responsible accounting experience including general accounting, government and fund accounting, as well as cash management. The City of McPherson provides a full range of municipal services to more than 13,000 citizens. The City and BPU currently employs 208 full-time employees. The City has an annual operating budget of $35M. The City has a Commission-City Administrator form of government, with a three member City Commission, which are elected from the City at-large. The City Administrator is Commission appointed and is charged with management of the City and leading its various departments: Finance, Police, Engineering, Public Works, Parks & Water Park Facilities, Cemetery, Fire, Legal and Judicial, & Human Resources and Information Technology.

Position Overview:
This executive-level position reports directly to the City Administrator and is responsible for the overall direction and management of City's finances which includes: assisting the City Commission in the production and analysis of the City's annual budget (operating, CIP, etc.); investments; General Ledger financial transaction processing, reporting and record keeping. This position will also be responsible for maintaining the City's accounting systems, procedures and financial controls to improve service delivery; Prepare the financials for the annual audit; monitoring and forecasting of revenue and expenses to identify issues and trends; and developing short and long term financial strategies that conform with generally accepted governmental finance, accounting and auditing principles and practices. The City Treasurer/Finance Director will serve as a key member of the Executive Management team and will be a collaborative business partner with other departments. He/She will be capable of bringing new ideas, innovations, and best practices to the organization to further the development of robust, efficient, and service oriented operations.

Qualifications: Qualified candidates should possess a Bachelor's Degree in accounting, finanace, or buisiness administration from an accredidted college or university (CPA strongly prefered); 7+ years of senior level experience in the areas of public-sector accounting, auditing, budget development, municipal financing (including bonds, special districts, lease/purchases and public-private partnerships), fiscal policy development, and cash management; a high level of proficiency with MS Excel and financial/accounting software packages.

Annualized Pay Range: $54,184-$72,238
