The City of Hutchinson, Kansas is seeking a Manager of Finance Services. This is a newly created position that responsible for developing and supervising the finance services activities of the City's Finance Services department.
Essential functions of the position include:
Managing and developing the City's financial accounting systems including preparation of financial statements/ reports, internal control and fraud prevention procedures; debt accounting and reporting; and cash management;
Performing accounting related to bond financing, including special assessments; assists with information to be presented to bond rating agencies and consultants;
Developing the City's financial trend monitoring system and long-range revenue and expenditure forecasting, including researching/ analyzing economic indicators and their affect on the City's long-range financial plan; and
Conducting fiscal impact and cost-benefit analysis of existing and proposed City programs and initiatives.
The successful candidate should have the following credentials:
Bachelor's Degree in Accounting or Business Administration with an emphasis in accounting/ finance from an accredited college or university and 5+ years of directly related experience; including a minimum of two years of supervisory experience in a similar environment;
Thorough knowledge of Generally Accepted Accounting Principles as well as statutory accounting requirements in Kansas; principles and practices of governmental accounting and reporting; federal and state laws, codes, and regulations applicable to governmental accounting, finance, and grant administration;
Thorough knowledge of principles and techniques of statistical analysis; research techniques and financial forecasting methodology; and
Excellent communication, organizational and interpersonal skills with in-depth knowledge of computerized accounting information systems and related software.
